KB, dimensions and quality
File size in KB is not the same as pixel dimensions. A 4000 pixel photo can be heavy even at low quality, so the most reliable way to hit a small KB target is to reduce both the quality and the width. JPG and WebP compress photos far smaller than PNG, which is best kept for logos and flat graphics.

Does compressing an image lose quality?

No. Because everything runs on your device there is no server limit. Very large images just take a moment longer to process.
Why is my image still too big?
If a photo will not drop below your target at reasonable quality, reduce the max width too. Fewer pixels is the most reliable way to shrink a file.
